Luis is a Director in KPMG LLP’s Government Contractor Services practice with more than 16 years of advisory and business experience. He is a subject matter professional of U.S. Government contract compliance and a Certified Information Systems Auditor. Prior to KPMG, Luis held positions in the Finance and Compliance functions at L-3 Communications.

Professional Experience

His services focus on the interpretation and functional application of U.S. Government cost accounting and business process requirements found in the Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS), and agency supplements (e.g.: DFARS and DEAR). Specifically, he advises clients on how to design indirect rate structures that support strategic government market objectives and business processes that comply with the DFARS business systems rule, CAS, and cybersecurity requirements.

He also advises clients on U.S. Government requirements for foreign ownership or foreign sourcing such as those from the Committee on Foreign Investment in the U.S. (CFIUS), Buy America Act, and Trade Agreements Act.

Some examples of the services that Luis has provided to more than 65 government contractors include:

  • Established new federal businesses: developed an indirect rate structure, designed business processes, and prepared mandatory cost disclosures for a $450M supercomputer company.
  • Integrated cost structures: integrated the cost accounting structure and prepared the related government disclosures after the acquisition of a $400M intelligence solutions provider by a $700M IT and consulting services company.
  • Optimized cost structures: streamlined the process of calculating 300 intermediate allocations and 125 final cost centers of a $2B engine manufacturer with a simplified, affordable, and compliant cost accounting structure.
  • Assessed and quantified government risk: conducted government regulatory compliance risk due diligence on over 20 acquisition targets.
  • Enabled pursuit of government funds: assisted a $3B semiconductor manufacturer in receiving $20M under a cost share arrangement with the U.S. Government by developing a compliant cost accounting system and timekeeping process.
  • Conducted third party audits: performed over 40 audits under Government Auditing Standards on behalf of prime contractors and the U.S. Government to assess adequacy and compliance of cost proposals and business processes of contract and grant recipients.
  • Mitigated supply chain risks: designed processes to mitigate compliance risk when sourcing from foreign suppliers including counterfeit electronic part detection and avoidance systems, domestic content calculations for the Buy America Act, and supplier assessment of cyber compliance to safeguard controlled unclassified information.
