César Barrero focuses on constitutional, administrative, and government procurement, and corporate law in Colombia. A trilingual lawyer (English, Italian, and Spanish), César has experience in contractor-selection processes (public and private bids/awards), pubic-private partnerships (PPPs), port, airport, roadway, and railway concessions, standardized engineering and construction contracts , public works, engineering, procurement and construction (EPC) contracts, sanction-imposing administrative proceedings (including contractual, noncontractual, and transnational bribery administrative sanctions), fiscal accountability/liability, port law, water, sewage and waste management utilities regulations, as well as agriculture sector regulations.
César has led and coordinated public-private association projects related to transportation infrastructure, social infrastructure, and public utilities. He has supported private companies in public cross-sectional contracts, including the defense sector. He also has experience in coordinating due diligence efforts for infrastructure assets and contracts (ports, airports, roadway and railway). He has provided advice administrative and/or judicial representation in contractual procedures, contractual disputes, and inversion arbitration, as well as advice related to fiscal accountability.
Before joining KPMG, César was a partner in Phillipi, Prietocarrizosa, Ferrero, DU & Uría, where he led the public law and multi-sector government procurement practices and managed the firm’s office in Barranquilla, Colombia´s major city on the Atlantic Coast. In addition, he has served in a number of positions in government (Water Regulation Commission, National Concessions Institute, now National Infrastructure Agency) and in the private sector (Coffee Growers Federation). He was also a member of the U.S.- Colombian Free Trade Agreement negotiating team (2005), collaborated as an adviser on infrastructure to the 2010 Presidential Transition Committee, and was the Legal Secretary of the 2012 Infrastructure Commission, appointed by former President Santos.
César has a legal degree from Pontificia Universidad Javeriana, as well as a specialization degree in new technologies law from Universidad Sergio Arboleda. He has also earned a diploma in from Yale University's Management Program for Lawyers.
