Deanna J. Flores

Deanna Flores is KPMG’s National Tax Leader for Public Investment Management, responsible for KPMG's client service delivery, business development, and overall practice management for registered funds and their advisers. She also is a principal in the Financial Institutions and Products group of KPMG’s Washington National Tax practice.

Based in San Diego, Deanna has more than 25 years of experience providing tax advice to investment management industry participants, including on matters related to U.S. and non-U.S. investment alternatives, cross-border financial products transactions, and investor opportunities. Prior to joining KPMG Deanna was General Tax Counsel for a global asset manager and also served as Tax Counsel to the Investment Company Institute.

Deanna works closely with KPMG's national Investment Management industry team and globally with KPMG International's member firm Investment Management network to help serve leading participants in the increasingly complex financial services sector. She advises non-U.S. investors on U.S. tax consequences of significant "inbound" portfolio investments; U.S. asset managers on tax issues associated with complex derivative and other instruments from portfolio management and entity qualification perspectives; and fund sponsors regarding fund structuring for differing portfolio mandates, investor types and distribution models, including for business development companies, exchange traded funds, open-end mutual funds, grantor trusts, and C corporations. Deanna also leads or supports engagements for global asset managers, funds, and insurers seeking to recover taxes withheld at source on non-U.S. investment returns, and she supports engagements for global asset managers, funds, and fund administrators seeking to leverage KPMG tax technology solutions.

Deanna is a frequent speaker at financial service sector conferences on tax matters affecting U.S. and non-U.S. asset managers. She has presented at events organized by Investment Company Institute; American Bar Association Investment Management Committee; Securities Industry and Financial Markets Association; Tax Executives Institute; National Investment Company Services Association; and USC Gould School of Law Tax Institute.

Deanna is a former chair and vice chair of the Investment Management Committee of the American Bar Association Section of Taxation. She is a founding member of the San Diego chapter of Women Corporate Directors, and is a fellow and San Diego co-chair of the American Bar Foundation. She is a member of the International Fiscal Association and the Investment Company Institute Tax Advisory Group.

Deanna holds a JD degree from George Washington University National Law Center, order of the coif, and a BS degree in finance from San Diego State University.
