Steven M. Friedman

Steven Friedman joined KPMG in 1989 and is a Director at the Washington National Tax Practice, Procedure and Administration group. His responsibilities at KPMG include furnishing advice to KPMG professionals and clients on matters under Subtitle F (Procedure and Administration) of the Internal Revenue Code, including delinquency penalties, statutes of limitation, and information reporting and withholding matters.
At KPMG Steve provides technical assistance to clients across the country on a broad range of information reporting and withholding issues, including amounts reported on Forms 1099, cross border payments reported on Form 1042-S, and compensation reported on Form W-2. He has extensive experience in resolving reporting and withholding errors through negotiated settlements with the IRS and has successfully solved dozens of such cases through closing agreements. Steve has negotiated settlements for a variety of clients including large financial institutions, multi-national corporations, and tax-exempt universities and hospitals. Steve also has extensive experience with worker classification issues (i.e., employee vs, independent contractor) and the reporting of foreign financial accounts by U.S. persons (“FBAR” reporting).
Prior to joining KPMG, Steve worked for another Big Four firm where he specialized in the taxation of financial institutions. Steve is a frequent speaker on information reporting compliance issues and has authored articles appearing in The National Law Journal, the Tax Advisor, and the Journal of Tax Practice & Procedure.
Steve holds a BS degree and a JD both from the University of Maryland.
