Managing Director, Information Reporting & Withholding Tax

Philip Garlett is a managing director with KPMG's Information Reporting & Withholding (IRW) Tax Services practice. He joined KPMG in 2019. 

Phil has nearly 23 years of IRW experience. Before joining KPMG, he was a managing director in the Financial Services IRW practice at another Big Four firm, and prior to that, he was a partner at the law firm Burt, Staples & Maner, which focused on IRW issues.

Earlier in his career, Phil was a special counsel and reviewer at the Internal Revenue Service, where he was one of the principal drafters of the information reporting regulations under chapter 3 (nonresident withholding) and the coordination regulations under chapter 61 (U.S. domestic information reporting). He also co-drafted the IRS Qualified Intermediary Agreement. In addition, he was head of the Harmful Tax Practices Unit at the Organisation for Economic Co-operation and Development, where he worked on tax transparency and information exchange issues.

Phil holds a BA degree from Johns Hopkins University and JD and LLM (in Taxation) degrees from the New York University School of Law.
