Fernando is a Director of Government Contractor Services (GCS) specializing in Regulatory Risk Compliance and Operations consulting. He is well versed in evaluating government contractor regulatory compliance programs, optimizing operations and controls, designing competitive indirect rate structures, and identifying opportunities for cost rationalization.
Fernando joined KPMG’s Government Contractor Services (GCS) practice in 2009, with almost 20 years of prior defense and intelligence sector experience in the areas of program management, back office support operations, project controls, corporate FP&A, and government compliance. He spent his first 9 years in an oversight role in FP&A at Lockheed Martin’s corporate headquarters overseeing the long range strategic and financial planning process, as well as integration efforts following several M&A events. In addition, he supported Investor Relations with financial reporting and quarterly disclosure preparations. He then spent 3 years gaining considerable experience leading PMO, Project Controls, Contracts, Procurement, Billing, Pricing and other business operations on several large scale federal programs in the LM Systems & Technology business unit. After leaving to join SAIC, Fernando served as Controller and Business Operations leader in the Federal and Civilian BU supporting DHS. Earlier in his career, he worked on Federal policy as a legislative aid on Capitol Hill, and in civil litigation with several DC-based law firms.
