Tom Joss has more than 20 years of experience in international tax and  leads the International Tax practice for KPMG's Washington, DC office group. Tom focuses on assisting clients in assessing, designing, and implementing international tax planning and restructurings and with legal entity and intercompany loan rationalization initiatives. Tom also leader the developments and deployment of KPMG's international tax reform analyzer (ITRA), the firm's U.S. international tax reform modeling tool.

Tom's projects have involved structuring and restructuring international operations; reducing taxation in foreign jurisdictions; increasing utilization of foreign tax credits; improving cash flow; developing and implementing dividends and earnings repatriation planning; and advising on transfer pricing matters. Representative experience includes:

  • Analyzing the impact of U.S. tax reform on a company’s base case global tax profile and collaborating on planning to improve the post-U.S. tax reform global effective tax rate
  • Modification of the capital structure of foreign subsidiaries by establishing financing vehicles and introducing additional leverage in a tax efficient manner
  • Intellectual property planning and tax efficient supply chain structures, including selection of jurisdiction, restructuring of business flows and legal entities, and advising on other tax, treasury, and business aspects
  • Establishment of a holding and/or financing structure for strategic acquisitions and in post-acquisition integration planning as well as with tax planning associated with offshore organic growth
  • Tax efficient cash mobility planning, including the use of treasury centers and cash pooling
  • Legal entity rationalization and intercompany loan rationalization initiatives.

Tom is a member of the American Institute of Certified Public Accountants, the American Bar Association, and the DC Bar Association. He is a licensed certified public accountant in Virginia and Tennessee. Tom earned a BA degree in economics, summa cum laude, from the University of Cincinnati and a JD degree from William & Mary Law School.
