Rolando is currently the Tax Partner-in-Charge of KPMG Tax operations in Puerto Rico. He has more than 25 years of experience, having worked with clients in various industries, including manufacturing, distribution and retail, real estate investors, and financial institutions, among others.  

Rolando devotes much of his time to developing tax strategies to align business objectives with an efficient tax structure. He advises his clients seeking to invest in Puerto Rico. This includes the supervision of his client’s compliance with respect to Puerto Rico and U.S. federal income tax, as well as Puerto Rico local and municipal taxes. He provides tax consulting services in the Puerto Rico taxation of income, corporate reorganizations, partnerships taxation, and real estate transactions, among others. Rolando has extensive experience in assisting clients before the Internal Revenue Service and the Puerto Rico Department of Treasury in cases where the taxpayers have been audited by these government authorities, rulings need to be requested or closing agreements need to be entered into. Rolando also has extensive experience advising clients in the application for industrial tax exemption in Puerto Rico.

Rolando has published articles on a variety of topics related to Puerto Rico taxation and has been invited to speak or serve as instructor on the topic before trade associations in the United Sates, Mexico, Barcelona and Amsterdam. He has also appeared at public hearings at the Puerto Rico House of Representatives and the Senate covering tax related proposed legislation.

  • Chaired the Consumption Tax Study for Puerto Rico Committee 2004
  • Chaired the Puerto Rico Council for Tax Reform 2007
  • Chaired a Special Committee responsible for issuing a report evaluating the Puerto Rico Tax and Economic Incentives Act 2008
  • Presents to various trade association conferences related to Puerto Rico tax matters
  • Speaker and panelist with the Puerto Rico Society of CPA Continued Education Program

Other activities

  • President of the Puerto Rico CPA Foundation, which develops research projects and studies for the economic development of Puerto Rico
