Jair Montufar has 20 years of experience in providing legal and tax advice services to local and international clients from different industries, including airlines, hydroelectric, manufacturing, telecommunications, shipping, consumer markets, and financial institutions. He focuses on the areas of international tax, special incentive regimes, tax disputes, and the taxation of the energy sector.
Jair has published several articles on international taxation in the supplement Martes Financiero and Semanario Capital. In addition, he is a frequent speaker in congresses, conferences, and events related to the tax field, issues of double taxation agreements, special zones, and direct and indirect taxes that affect the operations of companies in the Republic of Panama. Specific topics have included The Use of Double Taxation Agreements in Panama, The Impact of Multilateral Instrument in Panama, The Status of Panama and the EU list of Uncooperative Tax Jurisdictions, and The Global Minimum Tax and its impact on Tax Incentives, among others.
Jair is a member of Colegio Nacional de Abogados and the International Fiscal Association. He is a former chair of the Tax & Legal Committee of the American Chamber of Commerce and Industry of Panama (PanAmcham). He has also been part of ad hoc commissions for the drafting of multinational headquarters regime (SEM) regulations and income tax regulations.
Jair is an attorney licensed to practice law in the Republic of Panama by the Supreme Court of Justice and holds an LLM degree in international taxation from University of Leiden in The Netherlands. He also has a master's degree in tax law from the University of Barcelona and a bachelor's degree in law and political science from Universidad de Panama.
