Managing Director, Infrastructure Capital Projects and Climate Advisory

David is a Director with the KPMG Infrastructure Advisory practice. David has spent his career focused on solving complex public sector infrastructure challenges and delivering public projects. With fifteen years of experience across all stages of the project life cycle, David has executed over $4 billion in public private partnership (P3) transactions, including strategy development, project structuring and implementation, negotiating contracts, operational oversight, and dispute resolution.

Between 2014 and 2019, David was a public sector executive focused on infrastructure, transportation and P3. Most recently, he led the Colorado High Performance Transportation Enterprise (HPTE), a state-owned business tasked with catalyzing innovation, financing over $3 billion in transportation projects, and running one of the nation’s most diverse, congestion-priced express lane networks. Prior to that, David served as legal counsel to Colorado Governor John W. Hickenlooper, where he advised the Governor and cabinet officials on a diverse set of public policy matters. David’s experience gives him a unique understanding of the motivations and pressures facing government agencies when delivering critical projects and programs.

David currently serves as the Second Vice President of the American Road and Transportation Builders Association P3 Division Board of Directors. In 2019 David was recognized with the National Conference for Public Private Partnerships Excellence in Public Leadership award.

Selected Professional and Industry Experience

  • HPTE, Colorado Department of Transportation – Led the State of Colorado authority that develops and delivers P3 projects, operates tolled express lanes, and serves as a think tank for innovative transportation infrastructure finance solutions. Representative projects and programs included:
    • Overseeing the $1.3 billion Central 70 P3 project, the state of Colorado’s largest infrastructure project, leading a team of almost 50 engineers, designers, lawyers, lenders, and financial advisors through structuring, procurement, environmental approval, commercial negotiations, financial close, litigation, and construction.
    • Managing project close out, revenue service commencement and ongoing operations of the US 36 Bus Rapid Transit Express Lanes P3 project, the country’s first multi-modal P3.
    • Designed and implemented the multifaceted transition to HOV3+, an initially controversial, but ultimately successful increase in the number of individuals required for a carpool to travel for free in Express Lanes.
  • State of Colorado – Facilitated statewide urban renewal development and tax increment financing reform, leading the first ever collaborative compromise between counties, cities and special districts on the issue.
  • Denver Union Station, Denver, Colorado – Advised the master developer on the $500 million redevelopment of Denver's Union Station, advising the master developer on governance, land value capture and financing structure.
